歐盟REACH指令已於2007年6月1日正式實施，截至2007年底，於歐盟化學總署(ECHA)網站共提供5份業界指引(1.登記指引Guidance on registration； 2.資料分享指引Guidance on data sharing； 3.中間體指引Guidance for intermediates； 4.單體及聚合物指引Guidance for monomers and polymers；5.科學研究發展及產品及過程導向研發指引Guidance on Scientific Research and Development and Product and Process Oriented Research and Development (PPORD))。
根據歐盟化學總署(ECHA)網站資料得知，化學總署預計於2008年1月公布下游使用者之角色及義務指引(Guidance on roles and obligations of downstream users)以及下游使用者準備REACH指引(Guidance on how Downstream Users can prepare for REACH)此兩份最貼近業界需求之指引。目前於歐盟化學署(European Chemicals Bureau)網站(http://ecb.jrc.it/reach)的文件區(document)中點選RIP最終報告(RIP Final Reports)，便可讀取RIP 3.5下游使用者要求(Downstream users requirements)此部份的RIP也將會被納入預計於今年1月公布的下游使用者準備REACH指引。
